 *Description*
 
 Asks the MySQL server to reload the grant tables. The connected user
 must have the `RELOAD' privilege.
 
 This function is deprecated. It is preferable to use `mysql_query()' to
 issue an SQL `FLUSH PRIVILEGES' statement instead.

 Zero for success. Non-zero if an error occurred.

    * `CR_COMMANDS_OUT_OF_SYNC'
 
      Commands were executed in an improper order.
