Time constants

There are three Time constants. They can be inspected by calling the static functions Time::MIN(), Time::MAX(), and Time::REF(). The first two functions return the minimum and maximum Times, respectively, that can be represented within the class.

Finally, Time::REF() returns the value of the reference Time, as defined above.
