dbGetMaxUniqEventID -- return the maximum Uniq Event ID

double dbGetMaxUniqEventID(void);

dbGetMaxUniqEventID returns the maximum Uniq Event ID from the ``EELS_UniqEventID'' table in the EELS_Admin database.

dbGetMaxUniqEventID returns the maximum Uniq Event ID on success, otherwise it returns -1.
